Many parents of children with special needs carry a disability certificate, but most only know that it can provide basic preferential treatment. They do not know that behind this thin certificate lies Shenzhen’s comprehensive safety-net policy for children’s rehabilitation. From surgical correction for cerebral palsy, to long-term intervention for autism, to the fitting of rehabilitation assistive devices, the full range of treatment expenses has special subsidies. The annual rehabilitation subsidy can be as high as 50,000 yuan, and the one-time surgery subsidy can be up to 16,000 yuan.

In July 2022, the Shenzhen Disabled Persons’ Federation issued the *Implementation Measures of Shenzhen Municipality for Rehabilitation Assistance to Children with Disabilities*. The policy is valid until 2027 and covers children with special needs aged 0–18 with autism, cerebral palsy, and intellectual disabilities. Today, in the context of clinical diagnosis and treatment, the editor will clearly explain the subsidy details and application process associated with the certificate, helping families save substantial rehabilitation expenses.

01

Policy Core:
Full-Cycle Rehabilitation from Ages 0 to 18

As a pilot demonstration area, Shenzhen has taken a two-pronged approach of legislative protection and fiscal support, placing itself at the forefront nationwide in building a rehabilitation guarantee system for children with special needs. This current assistance policy breaks the limitation of most cities, which cover only young children, and opens subsidy application channels for two categories of people. It does not restrict eligibility to conditions such as cerebral palsy or autism, and all eligible families may apply.

(1) Children with disabilities holding certificates (Shenzhen household registration, aged 0–18):

For ages 0–7, the annual rehabilitation subsidy cap is 50,000 yuan; for ages 7–18 with severe disability Grades I and II, up to 50,000 yuan per year; for ages 7–18 with mild disability Grades III and IV, up to 40,000 yuan per year.

(2) Children with suspected developmental disorders (Shenzhen household registration, aged 0–7):

Without needing to obtain a disability certificate, they can apply for subsidies in advance with a hospital diagnosis certificate, seizing the golden intervention period. For families receiving minimum living allowances or classified as extremely poor, a green channel for application review is opened. Non-Shenzhen household registration families holding residence permits may consult the subdistrict Disabled Persons’ Federation about the latest relaxed detailed rules.

02

Three Major Subsidy Programs
Reducing the Burden of Both Surgery and Rehabilitation

(1) Special Subsidy for Cerebral Palsy Surgery

Eligible for: children with spastic cerebral palsy, limb deformities, and motor disorders.

After medical insurance settlement, the out-of-pocket portion of surgical expenses can be used to apply for a one-time subsidy of up to 16,000 yuan. Postoperative rehabilitation training subsidies can be received concurrently, and the two benefits do not conflict with each other.

Clinical note: Many parents mistakenly believe that surgery is not covered by the subsidy. Shenzhen’s policy explicitly includes neurosurgical correction surgery for cerebral palsy in the assistance program: first perform surgery to relieve abnormal muscle tone, then provide long-term rehabilitation, greatly reducing the overall cost of treatment.

(2) Annual Rehabilitation Training Subsidy

Autism programs: modern rehabilitation training such as social intervention, speech correction, sensory integration training, and cognitive ability training;

Cerebral palsy programs: motor therapy, occupational training, fine motor training, self-care ability training, etc.

Assessments and training courses throughout the year can use a subsidy quota of up to 50,000 yuan per person per year.

(3)Rehabilitation Assistive Device Subsidy

Orthopedic shoes, walking braces, sensory integration teaching aids, and other devices can be applied for subsidies separately, without using up the surgery or rehabilitation subsidy quotas.

03

Multiple Safety-Net Benefits
Full-Chain Subsidies Covering Daily Life and Education

In addition to rehabilitation subsidies, children with special needs can also apply simultaneously for special subsidies for living, care, temporary assistance, education, and other areas. Multiple benefits can be applied for at the same time, comprehensively reducing the long-term burden on families. This is also a multi-tiered safeguard system unique to the Shenzhen Special Economic Zone:

1. Fixed monthly living and nursing care subsidies:

According to the standards in the Shenzhen Municipal Government Gazette: children with disabilities from families receiving minimum living allowances or from marginal minimum living allowance families are entitled to a monthly living allowance for persons with disabilities in difficulty of 400 yuan; children with severe disabilities are entitled to a monthly nursing care subsidy of 452 yuan. The two subsidies can be combined and paid monthly to ease daily care expenses. The subsidy standards are dynamically adjusted upward in line with Shenzhen’s economic level and are paid stably over the long term.

2. One-time temporary subsidy of 4,000 yuan for hospitalization due to a major illness.

If a child is suddenly hospitalized for a serious illness, a one-time temporary subsidy for persons with disabilities can be applied for within the year, with a single subsidy standard of 4,000 yuan, to cover additional expenses incurred by hospitalization and rehabilitation. Hospitalization due to major accidents or rare diseases can also be applied for.

3. Dual education subsidies during the kindergarten stage.
① Special childcare and education fee subsidy: children with disabilities enrolled in kindergarten receive 350 yuan per month, paid for 10 months a year; orphans and children of martyrs receive 700 yuan per month, directly offsetting kindergarten tuition fees;

② Healthy growth subsidy: eligible children receive 1,500 yuan per year, of which 1,300 yuan (650 yuan per semester) offsets childcare and education fees. Children with special needs also enjoy this benefit.

Note: Children with special needs also have corresponding special subsidies for students with disabilities during compulsory education, high school, and university. Families can look up the relevant policies accordingly.

The above subsidies for daily life, nursing care, and education do not conflict with the rehabilitation and surgery subsidies mentioned earlier. Shenzhen-registered children with certificates can apply for them simultaneously. The of multiple benefits forms a complete safety-net guarantee. This is a policy advantage that most cities have not yet fully developed.

04

Subsidy Application Process

1. The hospital issues compliant diagnostic materials: Go to the hospital’s neurosurgery and other relevant departments for treatment, and obtain a diagnostic report and functional assessment. Children aged 0–7 can use the report for preliminary review, and those over 7 can simultaneously apply for disability assessment.

2. Submit the application to the subdistrict Disabled Persons’ Federation: Bring the household register, the child’s identification documents, disability certificate/diagnostic certificate, and guardian materials, and fill out the application form. The review period is 5–10 working days.
3. Diagnosis, treatment, and settlement at a designated institution: Our hospital is a designated children’s rehabilitation institution of the Shenzhen Disabled Persons’ Federation. After the child completes minimally invasive surgery or autism rehabilitation, family members can apply for subsidies with medical receipts. The subsidies are directly offset against expenses or deposited into the guardian’s account.

05

One-stop supporting services within the hospital.

For various types of developmental delays such as cerebral palsy and autism, our hospital has established a multidisciplinary integrated diagnosis and treatment system combining surgery and rehabilitation, and also assists parents in handling subsidy application materials:

1. Minimally invasive neurosurgery: It addresses the root causes of symptoms such as limb spasticity and deformity, and patients can apply for a special surgery subsidy.

2. Autism/Autism Spectrum Disorder Ward: Some intervention programs for autism can be included in subsidy reimbursement.

3. Material assistance: The attending physician issues diagnostic and assessment documents recognized by the Disabled Persons’ Federation, reducing back-and-forth trips for parents.
