China’s Cerebral Palsy Prevention and Treatment Situation Remains Grave: The Number of Cerebral Palsy Patients Ranks First in the World

According to statistics from the World Health Organization, the prevalence of cerebral palsy is 3.6 per 1,000 in the United Kingdom, 2.5 per 1,000 in the United States, and 4 per 1,000 in China. Because China has a large population base, the number of cerebral palsy patients in our country ranks first in the world. At present, there are 6 million patients with cerebral palsy in China, including nearly 2 million children with cerebral palsy under the age of 12. Each year, 40,000 to 50,000 new cases of cerebral palsy are added. Moreover, cerebral palsy is a disease that imposes a serious medical burden after polio, and it is also a highly disabling disease. Therefore, the situation of cerebral palsy prevention and treatment in China remains grave.

Academician Xu Lin, the “Father of Cerebral Palsy Surgery in Asia”

Xu Lin: a renowned expert in orthopedics and microsurgery, M.D., National Second-Class Professor, Chief Physician, doctoral and postdoctoral supervisor, recipient of the special government allowance of the State Council, Chief Expert in Orthopedics at Dongzhimen Hospital of Beijing University of Chinese Medicine, and Chairman of the National Cerebral Palsy Alliance. In 1990, Academician Xu Lin took the lead in Asia in performing SPR for spastic cerebral palsy; in 1991, he successfully completed the first cervical SPR procedure, which was also the earliest cervical intradural extramedullary SPR in the world. To date, Professor Xu Lin has performed various types of surgery for more than 20,000 patients with cerebral palsy and has been hailed by international peers as the “Founder of SPR Surgery in the East” and the “Father of Cerebral Palsy Surgery in Asia.”

Expert Consensus: The New Integrated Model of Cerebral Palsy Surgery and Rehabilitation Breaks the Bottleneck of Traditional Single-Modality Treatment

At the exchange conference, Academician Xu Lin, speaking on the topic “Application and Promotion of the Integrated Model of Cerebral Palsy Surgical Treatment and Rehabilitation,” reviewed the development history of cerebral palsy surgery in China, analyzed in detail the pathological mechanisms by which cerebral palsy causes spasticity in patients, and shared in depth the principles, development history, and current status of selective posterior rhizotomy (SPR). He shared China’s expert consensus on the treatment of spastic cerebral palsy and proposed the “three elements of cerebral palsy treatment,” namely effective relief of muscle tone (primary SPR), correction of deformity (secondary orthopedic surgery), and practical rehabilitation. He emphasized the treatment principle of “No rehabilitation, no surgery; three parts surgery, seven parts rehabilitation.” In addition, through a series of cases, Academician Xu Lin demonstrated the remarkable effects of SPR surgery in the rehabilitation of patients with cerebral palsy.

Professor Duan Chuanwei, head of the Key Specialty under the National Administration of Traditional Chinese Medicine during the “11th Five-Year Plan” and “12th Five-Year Plan” periods and academic leader of the Child Developmental Behavioral Center of Shenzhen Overseas Chinese Hospital, shared on “Three-in-One Treatment and Rehabilitation for Pediatric Cerebral Palsy.” He described how the center of Shenzhen Overseas Chinese Hospital carries out functional selective posterior rhizotomy (SPR), carotid periarterial sympathectomy (CPS), limb function reconstruction, and other surgical procedures, combined with multidisciplinary integrated treatment including Chinese and Western medicine rehabilitation and pharmacotherapy for patients with cerebral palsy and brain disorders. The treatment has produced definite therapeutic effects and has won active recognition from family members and patients themselves. Professor Duan Chuanwei emphasized that the hospital will continue to promote the new integrated model of cerebral palsy surgery and rehabilitation, enabling more toe-walking cerebral palsy patients in China to embrace a smooth, level life, and bringing new hope to more patients with brain disorders who have language and cognitive delays.

Professor Xiao Hong, former Director of the Department of Neurosurgery at Huiya Hospital of the First Affiliated Hospital of Sun Yat-sen University and Director of the Department of Minimally Invasive Neurosurgery at Shenzhen Overseas Chinese Hospital, focused on sharing the remarkable effects of bilateral common carotid periarterial sympathectomy in the treatment of cerebral palsy and brain disorders. By removing the sympathetic nerve network around the common carotid artery, the procedure can dilate the common carotid artery, internal carotid artery, and intracranial arteries, increase intracranial cerebral blood flow, improve cerebral blood circulation, and promote the establishment of collateral circulation. This enables some borderline neurons to recover function to varying degrees, thereby improving the central nervous system’s regulation of effector organs, enhancing cognitive and speech abilities in children with cerebral palsy and delayed brain development, reducing limb muscle tone (especially in the upper limbs), and relieving symptoms such as unclear speech, clumsiness of the hands and feet, unsteady walking, and drooling in children with cerebral palsy and brain disorders.

Professor Duan Sanyou, Standing Council Member of the Pediatric Development and Rehabilitation Branch of the Guangdong Provincial Association of Rehabilitation Medicine and Professor at the Pediatric Neuromedicine Center of Shenzhen Overseas Chinese Hospital, explained that the center’s expert team, in collaboration with an internationally renowned orthopedic expert and Chairman of the Limb Function Reconstruction and Rehabilitation Professional Committee of the Chinese Association of Integrative Medicine, has carried out internationally advanced limb orthopedic techniques for limb deformities in patients with cerebral palsy, including computer-assisted digital limb correction technology and Ilizarov orthopedic surgery. Professor Duan Sanyou shared relevant typical cases. The Pediatric Neuromedicine Center of Shenzhen Overseas Chinese Hospital has achieved strategic integration of multidisciplinary diagnostic and treatment technologies, including cerebral palsy surgery and rehabilitation, providing integrated, one-stop treatment for patients with cerebral palsy and helping more patients fulfill their dream of “being able to run.”
This academic exchange conference on cerebral palsy and brain disorders, themed “China’s New Integrated Model of Cerebral Palsy Surgery and Rehabilitation and Multidisciplinary Combined Diagnosis and Treatment of Cerebral Palsy and Brain Disorders,” brought together numerous experts from neurosurgery, neurology, orthopedic surgery, orthopedics, rehabilitation medicine, imaging, anesthesiology, and other fields. It aimed to leverage the strengths of various disciplines, enhance academic exchange, promote interdisciplinary collaboration, strengthen innovative awareness, and, under the guidance of the concept of comprehensive rehabilitation, unite and collaborate across disciplines to explore new pathways for integrated surgical and rehabilitation treatment for children with cerebral palsy and brain disorders.
